Half clockless clock tower, half bare scaffolding, Dirk's gym is one of the tallest structures in its vicinity--which is pretty impressive, because he's located the thing in the middle of Saffron City. Furnished solely with a dizzying series of stairways and ladders, it rises dozens of meters above most (if not all) the nearby office buildings and high-rises. There are practical reasons for this (no one wants an open-space, unshielded battle arena at-level with their glass office windows) and less practical ones--namely, the arena is actually the roof of a closed towertop structure, which is where Dirk lives, works, and watches the stairways and ladders that trainers much ascend to set foot on his arena proper.
Yes, 'watches.' The entire structure is absolutely riddled with cameras (some visible, most hidden) and motion detectors, to keep him appraised of Trainers' presence and/or progress.
The arena is an even 100' x 60' and packed with earth several metres deep to allow for burrowing and ground-based attacks. It's reinforced to support anything up to and including a Steelix. There are no fences, nets, or other barriers to secure the perimetre.
When a Trainer actually reaches that platform (a task that requires, at the very end, climbing the ladder rungs outside Dirk's 'workshop,' though there is an optional belay line one can attach for safety during this part) Dirk makes his appearance, and challenges them to.... a rap battle.
Which is also a Pokemon battle.
No, he does not take constructive criticism.
There are two teams that can be fought. You do not choose which team you face.
All challengers will have their team assessed as either "fast" or "slow." Depending on which speed category is chosen, Dirk will either use his Trick Room team (fast) or his regular speed team (slow.) The point (obviously) is to overcome when the odds are against you--or at least the roll for initiative.
As an added layer of difficulty, the weather up top is often very different from the weather at the base, and that weather has consequences for the battle ahead. (For more on this, scroll down.)
Victory earns you the dubiously-named INVERSION BADGE as well as a Room Service, which is an item that I do not understand the functional scale of, so have fun with getting that down the stairs.

The 'workshop' at the top is mostly comprised of a large square room where Dirk has relocated all of his projects, Pokemon, and personal possessions.
Even his bed (still without a bed frame), which is just a high-end mattress placed directly on the floor with one end against the wall. And there's only one other room, which is the bathroom. It's mostly utilitarian, but the shower.... the shower is obviously the amenity that Dirk considers most essential as a 'creature comfort.'
No, you can't use it.
There's a crawlspace at the top, which leads to the rooftop arena.
There is no accomodation for those afraid of heights. There can be accomodations for those with other disabilities preventing the gruelling climb required to reach him, but those require calling Dirk himself.
If you try to Fly up, he will only fight you with one team, made entirely of Beedrill.
You do not get a Badge for beating this team, even though his Mega Beedrill is one of the six bees you fight.
*ABOUT THE WEATHER.
Basically, I will roll an RNG at the beginning of every match, and whatever weather I roll is what's happening.
This can range from something simple like Sunny Day or Rain on the field, to cloudy conditions (-1 accuracy), to snow in winter (hail and -1 accuracy), to high winds (light Pokemon like Emolga, Whimsicott, or Froslass cannot be used, plus a coinflip that determines which side gets a tailwind boost.)
There is no RNG option for Sandstorm, and if an on-field Pokemon uses it, Dirk will be unimpressed. ("Fucking really. People live down there, you know.")
